Patrick Ray has been in law enforcement for over 21 years. During that time he has gained the experience and knowledge needed to serve the people of DeKalb County.
After graduating from the Tennessee Law Enforcement Training Academy in 1991, Ray has served in various positions, working his way up through the ranks. He served as Chief Deputy supervising 42 employees at the DeKalb County Sheriff’s Department and Jail. During this time, Ray received numerous commendations for outstanding leadership and law enforcement performance.
Beginning his employment with the Warren County Sheriff’s Department in November 2002, Ray currently holds the position as Investigator.
During his law enforcement career, Ray has worked closely and cooperatively with local, state and federal law enforcement agencies resulting in numerous felony arrest and convictions. He was voted Best of the Best Law Enforcement Officer for two years since serving as sheriff.
Ray has alsoattended the Tennessee Sheriff's School, and works with the DeKalb Co Children’s Service Council and the
DeKalb Co Drug Court Team.

The Department has:
Employees Duties and Qualifications
Sheriff- The Sheriff is mandated under State law to oversee civil process, care and housing of people who are incarcerated in the DeKalb Jail, and carrying out the orders of the Courts for DeKalb County. He is also responsible for the actions of all employees who work directly under him. (Must attend a Law Enforcement Training Academy within 6 months of taking office, must attend a 40 hour Sheriff’s School, and then attend a 40-hour in-service per year thereafter.)
1 Chief Deputy- is responsible for all functions of the Sheriff in the Sheriff’s absence. He maintains the Jail and all Sheriff’s Department’s equipment. (Must attend a Law Enforcement Training Academy within 6 months of hire date and then attend a 40-hour in-service per year thereafter.)
3 Detectives (2 Criminal and 1 Drug)- Criminal Detectives investigates crimes such as burglaries, child abuse, murders and other crimes. The Drug Detective conducts controlled undercover drug investigations (Must attend a Law Enforcement Training Academy within 6 months of hire date and then attend a 40-hour in-service per year thereafter.)
1 School Resource Officer- We have one School Resource Officer which is stationed at the DeKalb County High School. The School Resource Officer’s duties include assisting and protecting all students of the DeKalb County School System as well as the DeKalb County School Staff. He is to investigate crimes which may happen at the schools such as thefts, assaults, illegal drug activities, and etc. (Must attend a Law Enforcement Training Academy within 6 months of hire date and then attend a 40-hour in-service per year thereafter and also must attend a School Resource Officer school to be a certified School Resource Officer.)
1 DARE Officer- We have one DARE Officer who teaches a 10-week DARE class to the 5th graders at the DeKalb West School and Northside Elementary School. He is also included in the Full Time Deputy position when he is not teaching at the Schools. (Must attend a Law Enforcement Training Academy within 6 months of hire date and then attend a 40 hour in-service per year thereafter and also must attend an 80-hour DARE School to be certified as a DARE Instructor.)
1 K-9 Officer- The Sheriff’s Department has one K-9 Officer and one K-9 Drug Detector Dog. The K-9 is a Belgian Malinois Shepard. Her Name is Banshee. She is required to attend a 3 month school to learn how to detect drugs such as cocaine, methamphetamine, marijuana, and heroin. The K-9 Officer is required to attend the Law Enforcement Training Academy within 6 months of hire date and then attend a 40 hour in-service per year thereafter and also must attend 3 week school with Banshee and annual in-services thereafter.
10 Full-Time Deputies- There are 2 Deputies per 12-hour shift and 2 swing shift Deputies. Deputies make routine patrols, answer all complaints, investigate wrecks, take reports of illegal activities, do nightly business door checks, weekly Church door checks, and etc. (Must attend a Law Enforcement Training Academy within 6 months of hire date and then attend a 40-hour in-service per year there after.)
5 Part-Time Court Officers- There are 4 Courts in DeKalb County- General Sessions, Criminal, Chancery, and Juvenile Court. Each Court requires the Sheriff’s Department to have at least 2 Court Officers per session. (Must attend a 40-hour basic in-service per year.).
1 Reserve Deputies- These Deputies work other private jobs and are subject to be called in at anytime. These Deputies make no salary from the Sheriff’s Department. (Must attend a 40-hour basic in-service per year.)
17 Correctional Officers- This is the minimum Jailors allowed by law for a Jail our size. Correctional Officers work 12-hour shifts with 4 Officers per shift. Each shift has a female Correctional Officer which takes care of the female inmates. (All Correctional Officers must be certified by the State Correctional Institute within one year of their hire date and must attend a 40-hour basic in-service per year thereafter.)
1 Litter Guard- The Litter Guard is responsible for overseeing of Sheriff’s Department’s inmates while cleaning trash from DeKalb County roads. (Must attend a 40-hour basic in-service per year.)
3 Secretaries- Duties are tracking each inmate’s time and release dates, logging TIBERS (reports that are sent into the State), entering warrants and deleting served warrants from our computer data base, filing and copying all reports, entering and tracking sex offenders from this county, employee time sheets, tracking incoming and outgoing funds, and other clerical duties.
Cook- provides safe and nutritious meals for the inmates. (Must attend a 40-hour basic in-service per year.)
Facts About the DeKalb County Jail
The DeKalb County Jail has 102 beds.
The population on an average day is 90 inmates
On Some weekends, there are approximately 100 total inmates on the weekends, due to weekenders serving time.
There are 4 cells in the Main Jail which was built in 1959.
The women’s cell houses 18 inmates, the Maximum Security Women’s Cell house 6 inmates, and 2 male cells in the basement area of the jail house a total of 20 inmates.
The DeKalb Jail Annex was built in 2001 and has 2 cell areas.
Max Security male cells houses 10 inmates.
The Annex Dorm is the most populated cell in the facility. There are 48 beds in this area that house all male inmates.
The Jail serves 3 meals (2 hot and 1 cold) each day.
There is a full-time licensed nurse who visits once a day and an on-call Doctor.
The Jail now has a Ministry Program on Tuesday, night of each week for all Inmates who want to participate.
